Plot summary
Word of a plane hitting the North Tower sends Port Authority police to Lower Manhattan on September 11, 2001, and on the way they learn a second plane has struck the South Tower. Sergeant John McLoughlin, a veteran of the 1993 bombing, gathers volunteers Antonio Rodrigues, Will Jimeno and Dominick Pezzulo, and Officer Christopher Amoroso joins them as they head for rescue equipment in Building 5. Moving toward the North Tower through the concourse, they are caught when the South Tower comes down, and McLoughlin, Jimeno and Pezzulo end up pinned in the debris. Pezzulo tries to free Jimeno, who is trapped by his lower half, and their families try to learn whether the men are alive.

John McLoughlin was rescued after 22 hours, the 19th of only 20 people pulled out of the rubble alive. Doctors kept him in an induced coma for six weeks, and he underwent 27 surgeries and spent nearly three months in hospital and rehabilitation.- Jason Thomas had left active duty in August 2001 but drove to Manhattan to help with the rescue, telling the Associated Press that he had all this training as a Marine. His portrayal by a white actor caused controversy; the producers claimed they were unaware the real Thomas was black until they had started filming.
- The Port Authority police officers played by Nicolas Cage and Michael Peña, John McLoughlin and Will Jimeno, and their wives, played by Maria Bello and Maggie Gyllenhaal, were involved in the writing and the production. They said they wanted a film made to honor their rescuers and comrades who died on September 11, not for personal gain.
- Karnes, who spent nine days at the site before returning to his office and then reenlisted in the Marine Corps Reserve, did not cooperate in the making of Oliver Stone's World Trade Center, because of Stone's antipathy towards U.S. President George W. Bush.
