Plot summary
Three strangers reach Macao, the Portuguese port, on the same ship. Nick Cochran is an American ex-serviceman in exile. Julie Benton sings in nightclubs. Lawrence Trumble travels as a salesman and carries contraband. Casino owner Vincent Halloran runs the colony's underworld, and he has been told that a New York policeman is working undercover to lure him into international waters for arrest. Corrupt Lieutenant Sebastian names Nick as the man. Halloran offers Nick money to leave Macao, and Nick refuses.

- Josef von Sternberg's habit of handling actors as mere details of décor drew strenuous objections from stars Jane Russell and Gloria Grahame, and John Baxter reports that fights on the set were not uncommon, showing in the cast's strained performances.
- Nicholas Ray was brought in uncredited during the final stages of filming to do retakes on a fistfight between Robert Mitchum and Brad Dexter, because producer Alex Gottlieb found Sternberg's handling of the scene unsatisfactory.
- Josef von Sternberg said Macao was made under the supervision of six different men, calling them half a dozen clowns who immersed parts of their anatomy in the pie, and noted their names do not appear on the list of credits.
