Plot summary
Roy Parmenter is a veteran FBI agent in San Diego who has spent twenty years hunting a Soviet agent nicknamed Scuba, the man who killed his partner. Scuba now works against his own side, killing undercover agents known as sleepers, and Moscow sends Konstantin Karpov to stop him. A routine background check on Jeff Grant, a high school student applying to the Air Force Academy, shows Roy that Jeff's parents' records do not hold up and that they may be sleepers themselves. They have broken no law, so Roy takes the house across the street and sets out to win the family's trust.
