Plot summary
In an alternate 1950s Tokyo, the anti-government Sect aids rioters in Akasaka, and the Capital Police send in Kerberos, a counterterrorist unit in powered exoskeletons, to break the cell. Kerberos member Kazuki Fuse corners a young courier, Nanami Agawa, but freezes when he is ordered to execute her instead of arresting her, and she detonates her satchel charge. Fuse is reprimanded and sent back to training under the drill instructor Hachiroh Tohbe. At Nanami's grave he encounters Kei Amemiya, who says she is the dead girl's older sister.

- Jin-Roh was originally planned as the third and final live-action film of Mamoru Oshii's Kerberos trilogy, but its production was not possible until 1994, when Oshii was already working on Ghost in the Shell. Rather than let someone else direct his final episode, Oshii made it an anime instead of the live-action style of The Red Spectacles and StrayDog.
- Director Hiroyuki Okiura favored traditional animation, so Jin-Roh was almost completely drawn by hand and required 80,000 cels. Mamoru Oshii, who called Okiura allergic to computers, admitted that had he directed the film he would have relied on computer animation as in Ghost in the Shell and needed no more than 30,000 cels.
- Jin-Roh was first pitched to Bandai Visual as a six-episode original video animation, and the studio greenlit it for pre-production while asking Oshii to direct Ghost in the Shell. It grew into a feature film after Ghost in the Shell's international success, because Manga Entertainment wanted a similar hit.
