Plot summary
The Tokyo Metropolitan Police Department creates Kerberos, a heavily armed unit built to fight rising violent crime. Its officers carry machine guns, and their hatred of evil turns the unit cruel and corrupt. When one of them beats a petty offender to death, the outcry dissolves the unit. Three elite members, Kōichi Todome, Washio Midori and Sōichirō Toribe, keep their weapons and head for the Port of Tokyo, where a helicopter waits. Bounty hunters attack them; the wounded Midori and Sōichirō send Todome off alone and make him promise to come back for them. Years later he returns, a fugitive, to a Tokyo decayed past recognition. Searching for what he left behind, he meets a young lady in red, hitmen under Bunmei Muroto, and the tachiguishi, con artists who swindle stand-and-eat food stalls that the law has banned.
