Plot summary
The Belamvada women's jail in Mumbai is run by Azad, an IPS officer. He and six inmates seize a Metro train in the city and hold its passengers hostage. Force One officer Narmada Rai negotiates with him, and he asks her to have the Agriculture Minister send money in exchange for the captives' lives. Alia, one of the hostages, is the daughter of the arms dealer Kalee Gaikwad, who agrees to fund the payment. The sum is meant for the loan waiver of 700,000 impoverished farmers.

- The film's Dr. Eeram is inspired by Dr. Kafeel Khan, a doctor from Gorakhpur, Uttar Pradesh, who became widely known for his involvement in the 2017 Gorakhpur hospital deaths.
- A. R. Rahman was reportedly approached to compose the score but declined for reasons unknown, and Anirudh Ravichander was chosen instead; T-Series bought the music rights for ₹36 crore, a record price for a Hindi album.
- The antagonist role in Jawan was offered to Rana Daggubati, who declined citing health issues, so it went to Vijay Sethupathi.
