Plot summary
In 1971, the Intelligence Bureau's agents in East Pakistan report that Pakistan and China intend to attack India within ten days from bases there, aiming to cut the northeastern states off from the rest of the country. With little time and few resources, agent Dev puts a plan to his chief, N.S. Avasti: only an airspace blockade can stop Pakistan's air fleet from moving between West Pakistan and East Pakistan. Avasti and his political superiors call that a violation of the Tashkent Agreement and hold back. Dev keeps arguing that a hijacked Indian plane, flown by Kashmiri separatists and brought down on Pakistani soil, would give India a lawful excuse to close its airspace. The scheme is treated as unworkable at first, but the Bureau comes around and sets about executing it.
