Plot summary
Jack Williams, a detective who came home from the Tet Offensive without his left arm, is shot dead in his apartment. Mike Hammer, whose life Jack saved, is told by police detective Pat Chambers to stay away and instead begins asking questions of his own. Jack's widow Myrna tells him she and Jack were patients at a sex therapy clinic run by Dr. Charlotte Bennett, and there Hammer finds a government-issue bugging device. His secretary Velda traces gasoline receipts to Bear Mountain, near a summer camp kept by his old friend Joe Butler, who describes a Saigon military project that used drugs to turn captured soldiers into spies, and Captain Romero's mind control technique.

- Larry Cohen was hired to direct I, the Jury but was fired after telling cast and crew the producers were running out of money; he shot Q - The Winged Serpent at the same time and said the company went bankrupt and the film sold at a bankruptcy sale.
- When the BBFC re-classified I, the Jury as an 18 for UK home video on November 11, 1986, it required four minutes of cuts, removing an orgy intercut with the torture of the twins, a throat-slitting and Hammer's cab ride.
- The MPAA required minor cuts to a throat-slashing scene before the film could qualify for an R rating for its 1982 US theatrical release.
