Plot summary
In Washington, D.C., teenager Jeannie Allen is picked up for school by her boyfriend, who buys heroin and injects her with it. She suffers a fatal overdose. Her father, federal narcotics agent Nick Allen, hunts the man who sold her the heroin; the dealer argues that the suppliers above him are the real target. Nick's director offers condolences and an easy assignment, but Nick proposes going after the head of the ring, and his supervisor washes his hands of him. Nick leans on people the drug trade has ruined: Dutch Schiller, an agent near retirement, Barry Strong, a former military sniper behind on his taxes, Mike Willmer, whose wife an addict raped and killed, and Sherry Nielson, an addict offered a daily supply. Ida and Herman, an elderly pair whose son died of addiction, sign on.
