Plot summary
Danny O'Brien is a Los Angeles police officer who works alone. He tracks down Simon Moon, a killer of young women known as The Terror, who snaps his victims' necks and keeps their bodies in an abandoned amusement park. Moon nearly kills him in the struggle, then falls off a ladder and is knocked out, and the press credits O'Brien with the capture and calls him a hero. Moon is sent to a psychiatric facility, cuts through his cell bars and escapes in a stolen laundry van, which crashes into a cliff face; the media reports him dead. Three years later a woman disappears during the opening of a renovated theater and is found dead nearby, killed in Moon's manner. The mayor asks O'Brien to keep the city believing that Moon is gone.

- A scene in which Chuck Norris hyperventilates in a hospital and faints while watching a baby being born was shot as a joke; director William Tannen talked Norris into test-screening the film with the segment intact, and Tannen said it stayed in because women loved it.
