Plot summary

A seat on the Naples city council gives the land developer Edoardo Nottola the means to profit from a large-scale suburban real-estate deal, and he uses it to lobby for the displacement of the city's poor residents. De Vita, a communist councilman, is his opponent in the chamber. When a residential building beside a construction site collapses, and the manager of that site is Nottola's son, De Vita calls for an inquiry into how Nottola is tied to the accident. The inquiry puts Nottola and the political backers who stand with him on the defensive, and it comes before a city council election.
