In 2027, a year after the fourth non-nuclear war ended, New Port City is still recovering from the fighting. A self-propelled mine detonates in the city, and a military figure tied to an arms-dealing bribery case is shot. Investigating, Public Security Section's Daisuke Aramaki meets Motoko Kusanagi, a cyborg and wizard-level hacker with the military's 501st Secret Unit. Batou, known for an eye that does not sleep, suspects Kusanagi of the bombing. Togusa, a Niihama Prefectural Police detective, works two cases of his own, a shooting death and a prostitute's murder.
