Genocidal Organ (2017) on Netflix

Plot summary

A mysterious American seems to stand behind the unraveling of the global order. His name is John Paul, and the collapse begins when a homemade nuclear device destroys Sarajevo. In the aftermath, the leading democracies rebuild themselves as total surveillance states while the developing world drowns under a wave of genocides. Intelligence agent Clavis Shepherd is handed the job of finding John Paul and following his trail through one country after another that is already coming apart. Shepherd's orders also name what lies at the end of that trail, a genocidal organ, and finding it is part of the mission.
