Plot summary

Two bodies turn up in San Francisco's Chinatown in 1900: Alice Grant, a congressman's daughter, and Six Hands, an elderly Native American chief. Bai Zhenbang, the son of Bai Xuanling, who heads the neighborhood's Hip Sing Tong, is the prime suspect. Dr Grant uses the killings to build support for his run for mayor, backing the Chinese exclusion bill and the closure of Chinatown. Bai Xuanling turns to Qin Fu, a traditional Chinese medicine physician, to clear his son. Qin Fu has also come to assist Fei Yanggu, the Manchu official whom Empress Dowager Cixi dispatched to capture Sun Wen and Zheng Shiliang, two revolutionaries. Qin Fu meets Ah Gui, Six Hands' adopted son, and agrees to help him find the killer.
