Plot summary
Donald Rumsfeld is at breakfast in the Pentagon on the morning of September 11, 2001, telling members of Congress that the defense budget will need more money because terrorists and rogue states have been provoking the country. In Florida, President George W. Bush learns from Chief of Staff Andrew Card that a second aircraft has struck the second tower. Bush leaves the elementary school without alarming the children, puts the armed forces at DEFCON 3 and orders all civil aviation grounded. Aboard Air Force One, bound for Washington, he is told of a threat against the plane, and fighter jets fly alongside. Vice President Dick Cheney and Condoleezza Rice, moved to the Presidential Emergency Operations Center, deal with an aircraft that will not respond.
