Plot summary
Crime boss Jesse Starkraven and his gang raid a drug den whose operators refuse his demands, and the raid becomes a hostage situation once police arrive. DEA agent Jack Ryan tries to negotiate, but Starkraven recognizes him as the officer who killed his brother Harlan. Starkraven kills hostages, including Ryan's partner, and is captured. Convicted of killing a cop, he is condemned to death. Government agents kidnap him from death row and hand him to the Anti-Terrorism Group, which converts him into a cyborg. Ryan investigates on his own and works with former sheriff Sam Pickens.
