Plot summary
Five years on, the LCPD has swapped most of its armed humanoid Guardians for robotic K9 units that do not kill, and Sergeant "King" Kingston calls the program a success. Connor, newly out of prison, takes a janitor's job at a youth community center that Mina runs and keeps to himself. Garrett Kelton, once his colleague, controls an apartment complex called Towers, where he pays powered people for their spinal fluid and sells the drug Psyke. Pavani lives there with her older brother Tarak, a criminal who can camouflage himself and works as a Psyke runner. When Tarak steals cash from Garrett's gang, a corrupt police unit comes after him, and Pavani needs somewhere to hide.
