Plot summary
Corrupt detectives and criminals in Atlanta take jobs for a Russian mob boss. Michael Atwood, a former Navy SEAL, leads the group with another ex-SEAL, Russell Welch, Russell's ex-cop brother Gabe, and the detectives Marcus Belmont and Franco Rodriguez. They rob a bank for a safe deposit box whose contents could overturn the mob boss's conviction, and Michael delivers it to the boss's wife, Irina Vlaslov. She withholds their payment and hands them another task: breaking into a Department of Homeland Security office for more files on her husband. Marcus and Franco propose a Triple 9, the police code for an officer down, which would draw every officer in the city to one spot. Marcus nominates his own partner, the Marine veteran Chris Allen, for it.

- Shia LaBeouf was first attached to star and was replaced by Charlie Hunnam, who left the project in December 2013 and was replaced by Casey Affleck. Cate Blanchett and Christoph Waltz had also been in talks before dropping out, with Kate Winslet and Woody Harrelson coming on board instead.
