Plot summary
Powers are people with extraordinary abilities who must register with the government. They helped build Lincoln City, then lost work as automation spread, and many live in poverty under police surveillance. Connor Reed, 26, is an Electric who cares for his mother Mary, a Cryo whose illness keeps her powers unsteady, and as Powers they cannot afford her care. Connor makes a living doing unregistered day labor. Detectives Park and Davis raid a building owned by Marcus Sutcliffe, the Trust's agent in the city, whose superior demands his cut. Garrett, a telekinetic in Sutcliffe's service, and his crew approach Connor about a job.
