Plot summary
Mark Antony's armies struggle through miserable weather as Rome invades Britain. At a village, the cavemen Horsa and Hengist Pod try to alert Boudica to the invasion and are captured. In Rome, the slave-trading firm Marcus et Spencius sells Horsa, while no one agrees to buy Hengist, an inventor whose inventions do not work and who is destined for the lions. The two escape and hide in the Temple of Vesta, where Julius Caesar comes to consult the Vestal Virgins. An attempt is made on Caesar's life, and Horsa gets away while Hengist is credited with saving him and is made Caesar's new bodyguard.

- The costumes and sets for Carry On Cleo were originally made for Cleopatra (1963) at Pinewood Studios, until that production moved to Rome and rebuilt new sets there.
- 20th Century Fox won a copyright infringement case against distributor Anglo-Amalgamated over Carry On Cleo's poster: Tom Chantrell's artwork was based on Howard Terpning's painting used to promote Cleopatra, and the posters were withdrawn.
- Kenneth Williams's line "Infamy, infamy, they've all got it in for me" was voted the funniest one-line joke in film history in 2007, and was borrowed with permission from a Take It from Here script by Frank Muir and Denis Norden.
