Plot summary
Frank McBain works as a Los Angeles policeman and once served the CIA, quitting after a failed mission cost his partner, Jack Benson, his life. Army lieutenant Devon Shepard blames him for it. Bullets have never killed McBain, who keeps the thirty-nine that failed in a mason jar. Intelligence learns of a secret camp south of the Mexican border where the People's Liberation Army trains Latin American communists and Arabic insurgents. To justify wiping out the camp, generals send the new MBT-90 tank prototype, codename Thunderblast, across the Mexican border into PLA territory, expecting it to be hijacked. Shepard rides with the escort, told nothing of the real purpose. Captain Pantaro's revolutionaries stop the convoy, kill most of the soldiers, and take Shepard, Sergeant O'Rourke and the tank. The CIA brings McBain back to retrieve the prototype.

- Bulletproof's preliminary budget of $1.75 million ballooned past $5 million as production fought with unions, causing shutdowns and fights over unpaid wages; during one dispute on February 12, 1986, a crew member was allegedly struck by a CineTel security guard.
- Fred Olen Ray and T.L. Lankford lifted the bullet-riddled hero from an earlier script of theirs that became Deep Space, and the scene where Busey pulls a bullet from his shoulder was expanded with material cut from Deep Space at producer Moshe Diamant's request.
- The odd insult "butthorn" was part of Gary Busey's real-world vocabulary, so director Steve Carver told him to add it to the film's dialogue.
