Plot summary
Jeb Maynard runs a Border Patrol station in the hills east of San Diego. On a routine road patrol, Senior Patrol Agent Scooter Jackson stops a truck and is shot dead; a young Mexican boy nearby is killed in the same attack, and both bodies are pulled into the brush beside the road. The FBI takes charge of the killing of a federal officer and reads the scene as drug business, citing marijuana left in the truck. Maynard, whose agents track crossers by the marks they leave in the ground, is certain the men who smuggle laborers are behind the deaths. He works the case with a rookie agent, Jimmy Fante, and with the dead boy's mother, Elena Morales.

- Gene Hackman was set to play Agent Jeb Maynard and Michael Douglas to produce the film, but Hackman decided to retire from acting; once Charles Bronson was attached, Douglas lost interest, saying he had no desire to make a "Charlie Bronson movie."
- The film was the first major motion picture made about illegal border crossings, though it was soon followed by another film on the subject, The Border.
- The production had the technical support of the United States Border Patrol and the Immigration and Naturalization Service, and veteran Border Patrol agents served as technical advisors so the uniforms, firearms, "sign-cutting" techniques and vehicles were accurate.
