Plot summary
In 2017, a Second Civil War has left the United States in a state of emergency, and Steel Harbor, an industrial town on the California coast, is the last free city, headquarters of the resistance. Barb Wire runs the Hammerhead nightclub there and earns extra money as a bounty hunter. Her rule is never to take sides. Chief of Police Willis raids the club looking for Dr. Corrina Devonshire, a former government scientist who knows of Red Ribbon, a bioweapon her old superiors in the Congressional Directorate are building. Cora Devonshire arrives at the Hammerhead with Axel Hood, a freedom fighter Barb loved when the war began.
