Plot summary
Sgt. Lou Swanson and his police dog Reno examine an apartment complex destroyed by two white nationalists and find that the explosives were military in style. The trail leads to a harbor ship loaded with weapons, where the pair are spotted and shot at. Lou does not survive, and Reno comes through it alone. Police captain Ken Callahan calls the maverick cop Jake Wilder and asks him to take over the case. Jake is angry at being partnered with Reno, even after the dog proves capable in a battle training scenario. Neo-Nazis are smuggling weapons out of Mexico, and the two are set on stopping the organization.

- Grayem and Norris both wanted the film to carry a strong anti-racism message, but editor Peter Schink noted that the distributor was not too happy with the first cut, which resulted in the neo-Nazis being toned down a bit.
- The idea came from Tim Grayem's friendship with Aaron Norris, the two having been neighbors in Santa Clarita. They wanted a buddy cop movie with a dog that could star Aaron's brother Chuck, and Chuck Norris liked the script enough to shoot it on a summer break from Walker, Texas Ranger.
