Plot summary

In California's Capitol, 4,000 teenagers take part in a mock government run by the YMCA, complete with a legislature, lobbyists, party bosses and elections. The film follows the race for the 72nd California Youth Governor across four months, as three candidates come to the front of a field of 40. The young campaigns are watched on the trail, inside their parties, among their friends and at home with their families, and the candidates speak for themselves rather than through interviews. They regard themselves as the kind of leaders they think are missing around them, and they carry a sense that problems adults have not settled are theirs to solve.
