The Phoenix Rises (2012) on Netflix

Plot summary

A newly formed terrorist group is holding the United States and its allies hostage with climate-based weapons. Sent at extremely low frequencies, the weapons can trigger earthquakes, change rain patterns, cause droughts, and create deadly storms out of nowhere. Bob Smith and Tom Jones, special agents, recruit a team of scientists for the Phoenix Program, a secret government project developing countermeasures to such weaponry. The agents chose the team after it built the first space elevator ever constructed, for the Bonner Prize, a recruitment project meant to identify the best and brightest.
