Plot summary
Born in Punjab in British India, Bhagat Singh grows up witnessing atrocities committed against Indians by the colonial rulers. As a boy he takes a vow to free India after the aftermath of the Jallianwala Bagh massacre. He is impressed by Mahatma Gandhi's call for the non-cooperation movement, and he feels betrayed when Gandhi calls it off in 1922 after the Chauri Chaura incident. He decides to become a revolutionary. At the National College he meets Sukhdev, who shares his ideals. He joins the Hindustan Republican Association and works with Ram Prasad Bismil on the planning for the Kakori treasury loot. After Bismil's arrest he meets Chandrashekhar Azad, the association's founder, and spreads its message among the public.

- Sunny Deol was originally cast as Bhagat Singh but left over schedule conflicts and differences with director Rajkumar Santoshi, and Aamir Khan turned the part down saying he was not young enough for it.
- Rajkumar Santoshi cast Ajay Devgn (then known as Ajay Devgan) as Bhagat Singh because he felt he had "the eyes of a revolutionary", and after Devgn did a screen test dressed as Bhagat, Santoshi was "pleasantly surprised" that his face closely resembled Singh's.
- A 14-page petition at the Punjab and Haryana High Court sought to stay the release of the film and of 23rd March 1931: Shaheed, its lawyer arguing that Bhagat Singh singing a duet with Mannewali and wearing garlands was untrue.
- Cinematographer K. V. Anand said around 85 sets were built at Film City by production designer Nitin Chandrakant Desai, and that "99 percent of the background" seen in the film was sets, given a sepia tint for period feel.
- Bhagat Singh's younger brother Kultar spent seven days with the production unit during the outdoor shoot in Pune and shared private letters written by Bhagat with the cast and crew.
- A. R. Rahman recalled that Santoshi asked him for slow-paced songs, unlike Shaheed's fast-paced ones, and the soundtrack was completed within two months.
- For the script, Gurpal obtained 750 clippings from The Tribune dated from September 1928 to March 1931, along with Bhagat Singh's prison notebooks.
