Plot summary
Joe is a cynical American journalist who has been assigned to work in the Soviet Union, and it is there that he meets Oktyabrina, a Russian ballet dancer. She is spirited and erratic, and she lives in the country illegally, without proper documents. A romance begins between them, and it opens new possibilities for both. Their romance has not gone unnoticed by the Soviet authorities, and the KGB is unhappy, doing what it can to break them up.

- Two weeks before shooting was to begin in Belgrade, Yugoslavia's Inex Films canceled its contract with Universal Pictures, forcing production of The Girl from Petrovka to move to Vienna. Director Robert Ellis Miller suspected Moscow pressure, and a Yugoslavian official said Inex feared offending Russia.
