Plot summary

Hae-woong has contested the National Assembly seat in Busan for years without winning, and 1992 is meant to be the year it changes. The power broker Soon-tae, who dominates the district's politics, drops him from the party ticket, and the campaign loan Hae-woong cannot repay brings loan sharks to his door. Out of the party and short of funds, he gets hold of a classified government document setting out redevelopment plans for the Busan area. He brings in the gangster Pil-do by promising a share of the real estate profits to come, and that money puts him back in the race as an independent. Soon-tae learns of the document and begins to close in.
