Plot summary
Ostia, 2011. A bill before parliament would reclassify stretches of the Roman coast and clear the way for a Las Vegas-style development on the waterfront. Filippo Malgradi, the MP carrying it, is close to Samurai, a former neo-fascist terrorist who now runs a pump station and holds ties to the Vatican Bank, which stands to finance the project. Samurai needs the local mob families at peace for the deal to hold. Among them are the Anacleti, whose fortune came from lending at interest and collecting debts; Manfredi, the patriarch, summons Sebastiano, a pimp who hosts parties for high society, over his father's debts. In the same area, a thug known as Numero 8 is pressing small business owners to sell to Samurai in exchange for a promised share of the profits.
