- The film's writer, Bob Jewson, had been a prisoner in Bathurst Gaol during the riot it depicts; he wrote a script first called Bathurst, and prison activist Martha Ansara read it and introduced him to director Stephen Wallace.
- Shooting at Gladstone Gaol in South Australia, the makers could not find enough extras and flew them in from Adelaide; some of the actors who appeared had been in prison, and Stephen Wallace was unable to find more Aboriginal extras.
- As preparation, director Stephen Wallace had his actors do a four-day clown workshop plus another workshop lasting three weeks; most of them disliked the clown exercise, and Wallace later admitted it was a mistake.
- Early drafts of the script gave Bryan Brown's character a girlfriend and included a social worker, but both female parts were dropped before filming.
