Plot summary

Ninagawa is a man of influence in Japanese politics with connections in business, and his granddaughter is murdered. The suspect is Kunihide Kiyomaru, who eight years earlier was convicted over the assault and killing of a girl. Three months after the murder, Ninagawa buys full-page advertisements in three major newspapers: a billion yen to whoever kills Kiyomaru, on condition that the government authorizes the execution. Kiyomaru gives himself up at the Fukuoka Prefectural Police station. Five officers of the Tokyo Metropolitan Police Department's Security Police set out to bring him back to Tokyo, roughly 1,200 kilometers away, and Kazuki Mekari leads them.
