In a fictitious second world war, Lieutenant Colonel Yuki recommends that Japan set up a spy training school called D Kikan. Jiro Kato, who faces capital punishment for refusing to obey a superior's order, is scouted by D Kikan and put through a harsh training regime. His first mission as a spy sends him to an international city in Asia to seize the confidential documents of the American ambassador Graham, known as the Black Note.
