Plot summary
In Chicago in 1942, cub reporter Stuart Chapman joins the paper and works a murder case with Homer Howard, a seasoned reporter on the staff. Over drinks at the close of a long day, Homer recalls a case from 1927. A booking agent named Fred Casely was killed, and the body turned up in the apartment of Roxie Hart, a dancer. Casely's business partner E. Clay Benham and the reporter Jake Callahan urge Roxie to let the police arrest her for the killing. Juries in the city seldom send women to prison, and the scandal might restore her stalled career. Her husband Amos engages Billy Flynn, an attorney who turns a trial into a spectacle.

In the original play and its other adaptations, Roxie Hart is guilty but acquitted; to conform to the Motion Picture Production Code, which regulated Hollywood's moral guidelines at the time, the film portrays her as innocent but misguided in her attempt to achieve fame.- Roxie Hart was originally supposed to star Alice Faye, but pregnancy prevented her from taking on the role.
- The film adapts the 1926 play Chicago by journalist Maurine Dallas Watkins, who drew on two real Chicago murder trials she had covered for the press, those of Beulah Annan and Belva Gaertner.
