Plot summary
Deepak Pradhan, a newly married police officer, arrives in Dharmapur, a remote village in North Bengal, to oversee the panchayat election. The village council has been led for fifteen years by Jatileshwar Mukherjee, a local strongman who keeps every opponent from filing a nomination and is returned unopposed each time. Deepak is expected to deliver a free and fair poll. Inspecting the village, he finds corruption in institutions from the school to the police station, and his own junior officers on Jatileshwar's payroll, while the villagers have been left impoverished. His landlord, Jiban Krishna Sarkar, once the village headmaster, was framed for theft after he spoke against Jatileshwar. With the election approaching, Deepak and the villagers urge Jiban to stand against him.
