Plot summary
In rural British Columbia, Cindy Barnes, who goes by Cebe, is a rebellious tomboy. Her mother, Kathy, is addicted to heroin; her father, Don, is in prison for a crash in which he drove his semi-truck drunk into a school bus. Kathy waits tables at a restaurant owned by Paul, and carries on an affair with him. Don's friend Charlie makes advances toward Cebe and supplies Kathy with the drug. Cebe idolizes Elvis Presley, Sid Vicious and Johnny Rotten, and retreats to the wrecked semi-truck abandoned on the family's property. She sneaks into local bars and hitchhikes to Vancouver, where a taxi driver takes her to his apartment and a punk band lets her watch from the stage.

- Dennis Hopper was originally hired only as an actor on Out of the Blue, the first film he had directed since 1971's The Last Movie; he stepped in at the last minute to replace the original director, screenwriter Leonard Yakir.
- Hopper redrafted the screenplay, which had originally focused on a psychologist reforming a troubled girl, into a darker story with a tragic conclusion.
- Actress Sharon Farrell recalled that Hopper essentially rewrote the script every morning, and made the cast meet at 5:00 a.m. daily to discuss that day's shoot.
- In 2019, actresses Natasha Lyonne and Chloë Sevigny, both fans, helped organize a crowdfund to restore the film from its original elements, and the restored version screened at the 2019 Venice Film Festival.
- The song "Kill All Hippies" from Scottish rock band Primal Scream's 2000 album XTRMNTR samples Linda Manz's dialogue from the film.
