Plot summary
Taku Morisaki's friend Yutaka Matsuno asks him to meet at their high school. Yutaka is showing Rikako Muto, a transfer student, around. She has come to Kōchi from Tokyo, and Taku believes she is unhappy about the move. Rikako is gifted at schoolwork and sports, and she is arrogant. During a school trip to Hawaii, Rikako has lost her money and borrows ¥60,000 from Taku, who works part time. She promises to repay it and tells him not to speak of it.

- Ocean Waves was a bid to make anime solely with young Ghibli staff, mostly in their 20s and 30s, under the motto "quickly, cheaply and with quality", but it went over budget and over schedule, and director Mochizuki claimed the stress gave him a peptic ulcer.
- Ocean Waves was the first Ghibli anime directed by someone other than Hayao Miyazaki or Isao Takahata; 34-year-old Tomomi Mochizuki was brought in to direct it.
- As of 2022 Ocean Waves had never been dubbed into English, making it the only Ghibli production that is not a short film to lack an English dub.
