Legally Blondes (2009) on Netflix

Plot summary

Izzy and Annie Woods are twins from Great Britain. Their cousin Elle Woods has become a lobbyist in Washington, D.C., so the twins and their widowed father move into her Southern California home, which two chihuahua dogs already share. Pacific Preparatory, a private school that Elle once attended, requires uniforms, and the girls are enrolled there. On campus they befriend Chris, a student on scholarship, and cross paths with Tiffany Donohugh, the daughter of a major donor. Tiffany apologizes for their first clash and grows close to the twins, though she dislikes classmates who attend on scholarship. Izzy also tries to nudge Chris toward Annie.
