Island of Greed (1997) on Netflix

Plot summary

Captain Fong Kwok-fai leads the Tactical Squad at Taiwan's Investigation Bureau. He follows the gambling arcades and finds Chow Chiu-sin behind them, a businessman who heads the Chung-lam Triad and has paid his way toward a seat in the Legislative Yuan. Fong goes into one arcade and charges Chow with running an underground casino, but the presiding judge has been bought and throws the case out. Fong turns to Lam Ching-piu, chairman of the Tak-cheong Construction Company, who is being blackmailed by Chow, and persuades him to report it and to gather evidence about the bidding for the Coastal Highway. Once Fong makes the case public, the Kuomintang puts up Chow's rival Ting Chung-shu instead, and Chow answers by announcing that he will run with no party at all. Meanwhile Fong is suspended.
