Plot summary
Lethridge Air Force Base in Brownsville, Texas, examines the wreck of a plane flown by Ramon Morales, an old friend of Brigadier General Charles 'Chappy' Sinclair. Ramon was shot down over the Gulf of Mexico carrying cocaine, and the case falls to the DEA. Ramon's father Luis is mayor of a small Peruvian village, and his sister Anna is a hostage of Gustav Kleiss, a former Nazi captain who runs a drug cartel from Izquitos Village with the help of General Simms of the U.S. Air Force. Anna escapes and hides aboard the cartel's cargo plane as it flies north. Reaching Chappy in Texas, she hears that Ramon is dead. Chappy takes the matter to DEA agent Warren Crawford, who offers his help if Anna can point to the cartel's location.
