Plot summary

Once again G.I. Joe must protect the world from total obliteration. Cobra, the deadliest of foes and leader of an underground race of the snake people, is proving to be a great threat to humankind. After spending many generations underground, he plans to take over the world again with the help of his evil foes Pythona and Serpentor by releasing deadly spores into the atmosphere. These spores can transform all life into the weakest of creatures, which means humans could potentially devolve into amoebas. However, in order to accomplish this, Cobra must acquire the Broadcast Energy Transmitter. Luckily G.I. Joe is there to stop Cobra and his evil army.

In the film's original script Duke dies in battle after a wound from a snake spear hurled by Serpentor; that event inspired the death of Optimus Prime in The Transformers: The Movie, but Optimus Prime's death sparked a severe backlash among fans and parents and Hasbro reversed its decision.
"Cobra-La" was merely a placeholder name in the script's drafts, borrowed from the fabled city Shangri-La in the 1933 novel Lost Horizon by James Hilton, which the writers intended to change; Hasbro executives fell in love with the name and forced them to keep it.
Created at the height of the G.I. Joe craze, the film was intended as the third theatrical release of a Hasbro-produced film after My Little Pony: The Movie and The Transformers: The Movie, but production delays and its predecessors' poor box office sent it direct-to-video on August 25, 1987.
