Plot summary
Under Nazi occupation, the Holger Danske resistance uses two assassins. Bent Faurschou Hviid, called Flammen, does the shooting, and Jørgen Haagen Schmith, called Citronen, drives. Their handler is Aksel Winther, who says his orders arrive from Allied leaders and from the government in exile. Because Nazi reprisals fall on Danes, the pair have so far killed only Danish collaborators. Winther now names Horst Gilbert and Hermann Seibold, men from German military intelligence, and the partners argue about the change. Jørgen's wife Bodil laments their marriage, and the family celebrates daughter Ann's birthday inside their car because money is short. Bent meets a woman who introduces herself as Ketty Selmer and shocks him by knowing his real name; she describes herself as a courier between Stockholm and Copenhagen.

- Director Ole Christian Madsen planned a docudrama-style film until his research showed that the real Ketty was a Russian spy who had an affair with Flammen; the discovery, he said, 'forced me to make the film a much more stylish, more noirish piece of work'.

Madsen consciously altered the filming of Citron's death scene for budgetary reasons; the original plan for it would have required 250 soldiers.- Flame & Citron was the most expensive Danish film produced up to that date, made as a co-production with German companies because initially there was no interest in producing it in Denmark.

Madsen said he found in a Stockholm archive a receipt for 20,000 Danish crowns that the Gestapo gave Ketty two days after Flammen's death, evidence he cited for her affair with Flammen and her work for the Gestapo.SPOILER
Danish National Archives historian Peter Birkelund challenged the film's version of Flammen's death: the film has him commit suicide in his basement as the Gestapo arrive, but Birkelund says he was killed on a coastal road while the Gestapo hunted another resistance member.- Ole Ewé, a former member of the resistance group BOPA, said he and other BOPA members were sent that day to kill Gestapo informer Arno Oskar Hammeken, and that the man in the car Flammen shot up was in civilian clothes, with no Nazi flags.
