Plot summary

Two years after his wife's death, Jack Charles's children became wards of California, and his twelve-year-old daughter Kelly and seven-year-old son Eddie live at the Bigelow Hall juvenile center. Jack is a petty criminal facing jail for robbing an undercover policeman, and he plans to steal money from a drug dealer in New Orleans. Kelly escapes the center and turns up at his Los Angeles apartment, begging him to have her and Eddie moved somewhere else. He brings them back to Bigelow, then changes his mind and asks a judge for a transfer. The judge doubts his claim that the staff handcuffs children, and Jack watches Lazzaro, the overseer, shackle Eddie and other orphans onto a bus. He holds Lazzaro at gunpoint, takes Kelly and Eddie, and drives away.
