Plot summary
In 1966 Hong Kong, Paul Wagner and his wife Katherine attend the opening of the Victoria Harbour Tunnel with their infant twin sons, Chad and Alex. That night a Triad hit squad kills the parents, and the babies are separated: Frank Avery raises Chad in France, while Alex grows up in a Hong Kong orphanage. Twenty-five years later Chad teaches martial arts in Los Angeles, where Frank tells him about business in Hong Kong. In a mahjong parlor Danielle Wilde mistakes Chad for her boyfriend Alex, and Alex knocks him out. Frank then tells the two strangers they are brothers, and that their parents were killed over the Victoria Harbour Tunnel, the project their father built. Alex, a smuggler with his own boat and deals, is wary of the brother who has turned up in his life.
