Plot summary
Kanagavel is training to become a police officer, and he has cleared his entrance exams. He takes his girlfriend Asha to dinner at a restaurant by the beach. While he is at the counter paying the bill, Inspector Encounter Shankar, who has been drinking, behaves indecently beside Asha, and she scolds him. He tries to force himself on her. Kanagavel beats him severely, leaving a scar on the officer's face. Shankar is a corrupt policeman, and he is angered by the beating. He sets out to take revenge, and he means to ruin Kanagavel's life and his career prospects in the force.

- For his role as an aspiring police officer in Dhill, Vikram went on a strict diet of only fruit and juice to stay trim, and when bulking he ate 25 egg whites and one whole cooked chicken a day, hiring a body builder to train him.
- Dhill was the first film to credit its star Vikram with the title Chiyaan, the prefix that appears on his screen credits.
- Dhill became Vikram's first success in the masala film genre and led the way for more such films in the same genre for him.
- Dhill marked the Tamil debut of Hindi actor Ashish Vidyarthi, who went on to appear in several other prominent films, and who had to wear prosthetic make-up for the role that took over an hour to put on.
