Plot summary
Paul Marsh dreams of a mermaid with razor-sharp teeth in an underwater cave, then wakes on a boat off Spain, on holiday with his girlfriend Barbara and their friends Vicki and Howard. A storm drives the boat onto rocks, pinning Vicki against a bed as the cabin floods; Howard stays with her. Paul and Barbara row to the fishing town of Imboca, seeking help. At a church a priest agrees to aid them, and two fishermen at the docks offer to row one of them back out. Paul goes with them.

- Producer Charles Band could not get an adaptation of The Shadow over Innsmouth financed in the 1990s: the budget was too high, and backers told him a story about people turning into fish was too weird, where vampires or werewolves would have been no problem.
- The film was shot in the small Spanish coastal town of Combarro on local producer Julio Fernández's recommendation, with townspeople used as extras. The village's screen name, Imboca, is a pun on Lovecraft's Innsmouth: it translates literally as "in your mouth".
- Barbara was written for an American actress, but Raquel Meroño so impressed director Stuart Gordon at her audition that the part was rewritten for her. Ezra Godden, meanwhile, chose to play Paul in glasses out of admiration for the silent comedian Harold Lloyd.
