Plot summary
The Panama Canal is about to fill with spies. A U.S. Navy fleet, finished with maneuvers in the Atlantic, is heading for the Pacific through the locks, and Panama City is thick with agents. Charlie Chan, posing as Fu Yuen, the owner of a hat shop, is asked by the government agent R.J. Godley to help unmask a saboteur known as Reiner, who intends to destroy part of the canal. The seaplane to Balboa brings Kathi Lenesch, a singer, the engineer Richard Cabot, the cigarette salesman Achmed Halide, the novelist Cliveden Compton, Dr. Rudolph Grosser, the café proprietor Manolo and Miss Jennie Finch. Chan keeps watch on the travelers at their hotel while he works to expose Reiner before the fleet arrives.
