Plot summary
Hong Kong's financial secretary, Simon Fan, relaxes container inspection rules in 1996, and a fire at the Kwai Chung Container Terminals kills several firefighters, among them his wife, May Lai. He leaves politics, earns degrees, and becomes a waste management expert. Years later, radioactive cesium-137 escapes from a recycling plant in Fanling while Tropical Storm Murphy approaches. Radiation could spread across Hong Kong within a day, endangering seven million people. To prevent panic, officials decide to keep the leak secret; Simon joins the emergency response team and clashes with the acting chief executive, Cecilia Fong, who leads the government response. Fire station officer Lai Kit-fung, Simon's brother-in-law, takes his team toward the radiation zone.
