Plot summary
Five years on, the Sanno-kai has changed under its new chairman, Kato, who favors legitimate business and promotion by profit, while older bosses fear being pushed aside. The murder of an anti-corruption detective convinces his colleagues that the syndicate must be dismantled, and they call in Detective Kataoka, whose ties among the yakuza are well known. Kataoka wants a war between the Sanno-kai of the East and the Hanabishi-kai of western Japan, hoping the two will ruin each other. To that end he turns to Otomo, rumored dead but alive in a maximum security prison, and has his sentence commuted.
