Plot summary
Axel Foley sets up a raid on a Detroit chop shop to break a car-theft ring, without telling his superior, Inspector Douglas Todd, and without SWAT backup. While he and his team move in, four men collect a stolen box truck and shoot the car thieves, and the raid is outgunned. Todd arrives and is killed. The men drive off in the truck, and Secret Service Agent Steve Fulbright blocks Axel from pursuing them, explaining that the government is after the killer for a larger case of its own. Clues send Axel to WonderWorld, a theme park that Dave Thornton owns in Beverly Hills. There he finds his friend Billy Rosewood, now a deputy director of operations, and Billy's partner, Jon Flint.

Can contain spoilers, watch the movie first.
- John Landis said the script for Cop 3 was not any good but he figured he would make it funny with Eddie; then, on the first day, when he started giving him some shtick, Eddie told him: "You know, John, Axel Foley is an adult now. He's not a wiseass anymore".
- Production was temporarily shut down so Paramount's top brass could get to grips with the spiralling budget: originally estimated at $55 million, it was soon in excess of $70 million, and $15 million of that was Murphy's paycheck.
- Early drafts sent Foley, Billy Rosewood and John Taggart to London to rescue Captain Andrew Bogomil from terrorists during an International Police Convention, but scripting and budgeting problems slowed pre-production until John Ashton and Ronny Cox both dropped out for other film projects.
